First Assessment - Test of Silent Word Reading Fluency (TOSWRF)

The TOSWRF assessment is designed to measure the ability to identify words in print. It evaluates comprehension, accuracy and speed of reading in a limited period of time. The test taker needs to identify and place markers in between words on a string of continuous, progressively more complex words on the page in three minutes. This test is suggested for pre-screening and formative assessments, and it can be used with students age 6 to 24.
Two of the greatest advantages of this test are its simplicity and short duration, being applied in groups or individually. TOSWRF was normed using a sample of 2, 429 individuals in 35 states. Its test-retest reliability ranges from 0.84 to 0.91, according to a paper by Dr. Elizabeth Allen the 2013 Council for Learning Disabilities in Texas.

Second Assessment – Passage Reading - EasyCBM

EasyCBM is a program created by the University of Oregon and it is used in many of the state’s districts. It was created for grades K-8, to be used as part of the RTI framework. The test is divided by Reading, Mathematics and Spanish and it is designed to evaluate an entire school year’s progress, being considered a formative and summative assessment tool.
In its Reading section, there are two tests of fluency available: Word Reading Fluency, which analyzes an individual’s knowledge of words and their accuracy in identifying them and Passage Reading Fluency, where students read from a given passage and are evaluated on the accuracy and speed of their oral reading. Both sections take one minute to be administered. The Word Reading Fluency section can be done individually or in groups, while the Passage Reading Fluency is administered individually.
The assessment has updated research that supports its validity. For the Passage Reading Fluency, for example, found the test-retest correlations to range from .91-.97 for first grade, 88-.96 for second grade and .84-.94 for third grade, .86-.96 for fourth grade and fifth grade ranging from .88-.94, all indication strong relations.
